The Elon Town Council approved the 2025-26 fiscal year budget for the town of Elon during its meeting on June 10. Planning director Lori Oakley also requested the town council move public hearings to June 23. The public hearings regard a conditional zoning request and a special use permit request. Town of Elon Police Chief Kelly Blackwelder also celebrated the promotion of three active members of the Town of Elon Police Department to the town council. 

2025-26 Fiscal Budget

The council approved the 2025-26 fiscal year budget, keeping the town’s property tax to 35 cents for every 100 dollars of assessed property value. 

Mayor Pro Tem Monti Allison said that the council’s main goal when passing the budget was keeping the town’s property tax the same as the previous year but still providing services from the town. 

“It wasn't an easy task,” Allison said during the meeting. “No one wants their taxes to go up, everyone wants to make sure they get the same amenities and services year in, year out or more.”

While the town’s property tax will be the same, there will be an increase in water and sewer rates and solid waste fees within the town. 

The water and sewer rates dictate how much citizens pay for using the town’s water and sewer systems. The town of Elon’s water and sewer fees consist of a minimum fee up to a certain number of gallons used. Once that threshold is reached, a citizen is charged for usage of every 1,000 gallons after the threshold. Elon also charges different fees based on whether a property is within the town’s service area, inside fees, or outside of the town’s service area, outside fees.

The monthly inside and outside water fees will increase by 7%.

In addition to the increase in water fees, the sewer fees — which have both inside and outside fees and operate the same as water fees — will increase by 7%. The 2025-26 budget will also increase the solid waste fee by 50 cents. 

In keeping property taxes the same, $153,778 dollars were cut from the budget to keep the property tax from rising. These cuts will affect community projects for the Town of Elon Police Department, equipment for the Town of Elon Fire Department and projects within the public works department. 

The 2025-26 budget will be implemented on July 1. 

Public Hearings

While two public hearings were originally on the agenda for this meeting, planning director Lori Oakley asked that the public hearings be moved to the next meeting June 23. The public hearings regard a conditional zoning request, which involves a landowner asking to place property in a zoning district with specific, customized conditions to the property, and a special use permit request, which is a zoning tool that allows for land use within zoning areas.

The conditional zoning request is for a detached accessory dwelling unit located at 309 S. Williamson Ave. The special use permit request is for a series of four duplexes located at Neal Street.

The town council unanimously agreed to move both public hearings to the June 23 meeting. 

Town of Elon Police Department Promotions

Blackwelder celebrated the promotion of three members of the Elon Police Department. Crystal Pyron and Devin Jenkins were promoted to master police officers. Master police officers are non-supervisory lead workers within a police department. Stephen Greeson was promoted to patrol lieutenant, which supervises patrol operations and ensures effective deployment of on duty officers. 

Purchase of 112 Orange Drive

Since March 2025, the town council has met following the public town council meetings to discuss the purchase of 112 Orange Drive. 112 Orange Drive currently houses a testing facility for Labcorp, which provides laboratory services used for diagnoses and healthcare decisions. The purpose of the acquisition would be to relocate the town hall and the Elon police department and accommodate additional space needs for public meetings and departmental training.

While the council did not hold a closed session following this meeting, town manager Rich Roedner said in an interview with Elon News Network that they are waiting for a response on the purchase of the building.
